How to get a car or scooter licence in Taiwan, step by step, in eight languages. Both routes are covered, sitting the exams from scratch and exchanging a licence you already hold, and every fact is checked against the official sources of the Highway Bureau (公路局) and the national law database.

The exam in six facts
The written exam
50 multiple-choice questions, 2 points each, and 85 to pass, for car and motorcycle alike. Every question comes from the official question bank the Highway Bureau publishes for free, so nothing on the paper is a surprise.
Your language at the exam
The station can read the written test aloud in ten languages, but only if you ask for it when you register. Booking closes at midnight three days before the test, so that is the moment to ask.
No driving school required
Neither licence needs one. A car candidate holds a learner permit for three months first, and a scooter candidate needs no course at all. The one licence that does require a school is the big bike over 250cc.
Two steps before a scooter test
A free 120-minute safety lecture, which you need before you can register, and the online hazard-perception test, 8 of 10 video clips right, which you need before the booking page will let you in.
The riding and driving tests
Each is scored out of 100 with 70 to pass, and most mistakes cost 32 points, so a single one is already a fail. The heaviest ones happen before you move, like the helmet strap or the seatbelt.
What it costs
NT$450 for the car exam and NT$250 for the scooter, plus NT$200 for the licence card itself, paid at the counter the day it is printed. The card is issued the same day you pass.

Taiwan will exchange my licence. Where do I go and what happens there?
Short answerYou go to any Motor Vehicles Office (監理所 or 監理站), in person, with no appointment. It is handled at the counter while you wait, the fee is NT$200, and the licence is printed the same day. The paperwork is what takes the time, and the six-month rule is about the permit you hold, not about how long you have been in Taiwan.
Where can I practise the Taiwan written driving test, and is there an official simulator?
Short answerYes. 監理服務網 (mvdis.gov.tw) runs a free official mock exam online in 8 languages, and every question in the real written test is drawn from the free official bank, published in the same 8 languages. The exam itself can be taken with an audio service in your language, but only if you ask for it when you register.
What changed in the Taiwan driving exams in 2026?
Short answerFour things changed. The car circuit test now scores a pedestrian crossing, and every head check on its sheet asks for the blind spot, each worth minus 32. Both written papers dropped true or false and are now 50 multiple-choice questions with 85 to pass, the car's since 30 June and the scooter's since 30 January. Booking closes three days before the test, not two, and is online only. The scooter riding test did not change.
Taiwan will exchange my car licence but not my motorcycle one. Why?
Short answerBecause reciprocity is negotiated per vehicle class, and almost nobody negotiated the motorcycle. 82 of the 200 jurisdictions on Taiwan's official table exchange a car licence with no exam at all, and only eight do the same for a motorcycle. So the scooter, the one vehicle you actually need here, is the one you have to sit the exam for.
What happens if my foreign driving licence expires while I live in Taiwan?
Short answerExchange it before it expires, never after. Taiwan only accepts a foreign licence that is valid on the day you hand it over, and an expired one leaves you with the full exams. Once the exchange is done, your Taiwan licence is a Taiwan licence, and it is renewed with your residence permit, not with your old one.
What are the "verification" and "translation" Taiwan asks for with my licence?
Short answerVerification is a certificate confirming your licence is genuine, issued either by a Taiwanese mission in the country that gave you the licence or by that country's office here in Taipei. Translation is a separate thing and is only required when the licence is not in English, so an English one skips it entirely. Both can be arranged after you arrive.
Does my Taiwan driving licence expire when my ARC does?
Short answerNo. By law your licence runs six years from the day it was issued, and the ARC is simply a document you must produce in order to renew, not the expiry date. The two get confused because that was the old rule and because some offices still print the residence date on the card. With an APRC it stops expiring altogether.
My country has no reciprocity with Taiwan. What does the full exam actually involve?
Short answerYou take the same exams a Taiwanese person takes. For a scooter that is a hazard-perception test, a written paper and a riding circuit, and it can be done in weeks. For a car there is a learner permit you must hold for three months before you are allowed to sit the practical, which is what makes the car route long rather than hard.
Can I get a Taiwanese licence on my own, without a driving school?
Short answerYes, for both, car and scooter alike. The law asks for no course at all for a scooter, and for a car it asks only that you hold a learner permit for three months, which costs NT$100. A school is a paid shortcut past that wait, and by law its car course cannot be shorter than five weeks. The one licence that does require a school is the big bike over 250cc. The catch nobody mentions is that a self-study rider has no legal way to practise on the road before the test.
How does the Taiwan motorcycle riding test actually work?
Short answerYou start on 100 points and need 70, and almost every deduction on the official sheet is 32 points, so a single one of them ends your test on the spot. Only the straight line can be re-attempted, and nothing else on the circuit can. Below is every scored item, drawn out, with what it costs and the official videos of it being ridden.
My bike is over 150cc. Do I need a different licence?
Short answerUp to and including 250cc it is the ordinary scooter licence, the same one a 125 uses. Over 250cc is a different licence, 大型重型機車, and it is the one route in Taiwan where a driving school is compulsory by law, on top of being 20 and holding the ordinary licence for a year. The 150cc line is real, but it is where road tax starts, not where the licence changes.
