Do you even need the exam?
Already hold a licence? You might be in luck: Taiwan swaps licences with some countries without any exam at all (reciprocity). Pick where your licence is from and see, for car and scooter, whether you can just convert it or you need the written test.
No licence anywhere yet? Then yes, obviously, you take the exam. This checker is only for swapping a foreign licence you already hold.
Exchanging also requires 6+ months of legal residence (ARC), your licence verified and translated, and a health check.
So where do you actually go?
To any Motor Vehicles Office (監理所 / 監理站), in person and without an appointment. It is a counter job, handled while you wait, and the fee is NT$200. Bring your original foreign licence with its verification certificate, your passport, an ARC or stay permit of six months or more, three 1-inch photos taken in the last two years, and the registration form with your medical check.
