My country has no reciprocity with Taiwan. What does the full exam actually involve?

It sounds worse than it is, and the reason is that the hard part of the Taiwanese exam is not the exam. It is a waiting period that applies to the car and not to the scooter, so the two routes feel nothing alike.

Take the scooter first, because for most people arriving in Taiwan it is the one that matters and it is the fast one.

The scooter route

Three stages, in this order, and the order is enforced by the booking system itself.

The hazard perception test (危險感知測驗) comes first. Not as advice, as a gate. You cannot book anything else until the result is on your record. It is 10 video clips and you need 8 right. Fail it and you can still register a result by sitting through three full rounds, 30 items, so it does not block anyone permanently. The result lives on 監理服務網 and is valid for a year. The official set is 126 clips and all of them are public.

Then the written paper. 50 multiple-choice questions, 2 points each, 85 to pass. Every question comes from the free official bank, 804 motorcycle questions plus 152 sign questions, published by the government in eight languages. Since 30 January 2026 there is no true or false section, so ignore any English guide that describes one.

Then the riding circuit. Eight scored items plus two marked throughout, 70 out of 100 to pass. Most deductions are 32, so one of them fails you outright. The straight line is the one that catches people, 15 metres that must take seven seconds or more, and it is the only item you get a re-attempt on. Every item, drawn out.

Fees are NT$250 to sit it, NT$125 if you are retaking a single item within the year, and NT$200 in cash for the card when it is printed. No learner permit and no waiting period. If you study while you wait for a slot, the whole thing is a matter of weeks.

The car route, and the three months

The car has one extra requirement that changes the shape of everything. You must hold a learner permit (學習駕駛證) for three months or more before you are allowed to take the test. That is the real cost of the car licence, and it is time rather than money or difficulty.

The rest of the list is ordinary. You must be 18 or over. You need a driving-licence registration form certified by a public hospital or a hospital designated by the Motor Vehicles Office, covering a physical examination and a fitness test, and it is valid for one year. Three one-inch photos taken within the last two years, plain background, no hat, ears visible, no composites. And as a foreign resident, proof of permitted stay or residence of six months or more.

The exam itself is two subjects for fee purposes, the written paper on traffic rules and the practical. The practical is really two scored exams, the circuit and the road, each out of 100 with 70 to pass. The fee is NT$450, dropping to NT$225 if you retake within a year, and NT$225 if you are only re-sitting one of the two subjects. Fuel for the road test is charged separately unless you bring your own car.

Three details that catch people out at the counter, all of them from the official requirements. Outstanding traffic fines must be cleared before you are allowed to sit the exam. If you use your own car, it needs its registration document, valid insurance, and a wheelbase over 230cm. And if you fail, you can re-register after 7 days, so a failure costs a week rather than a season.

About the driving school

You will be told you need a 駕訓班. You do not. Neither licence requires one, and the self-study route is a real, official path, not a loophole.

What the school buys is the shortcut past the three months, roughly 35 days instead, for NT$10,000 to NT$13,500. That is a genuine trade, time for money, and for someone who needs to be driving next month it can be worth it. For everyone else it is NT$12,000 spent on something the law does not ask for. And for the scooter, where there is no waiting period to skip in the first place, it buys you very little.

The part that is genuinely easy

The written half of either exam is drawn entirely from the free official bank, which the government publishes in eight languages. There is no book to buy and no secret material. People fail it because nobody warned them the format changed in 2026, not because it is hard, and that is a solvable problem.
